Flight to Thailand for “Members of Diplomatic Missions, Consular Representatives and International Organisations (DCIOs) in Thailand” in November 2020

Flight for non-Thai nationals (non-DCIOs members) will be announced separately.

The Embassy will arrange the following flights for DCIOs members in November 2020:

Please purchase an air ticket directly from the airline before registering for the Certificate of Entry (COE) in No. 2.

1. Certificate of Entry (COE)

1.1 The Civil Aviation Authority of Thailand (CAAT) is currently restricting international passenger flights into the Kingdom of Thailand. Non-Thai nationals to fly to Thailand will be allowed only by special flights under the permission of the Royal Thai Government in advance. Members of Diplomatic Missions, Consular Representatives and International Organisations (DCIOs) in Thailand and government representatives, as well as their spouse, parents, and children, who wish to travel on such flights, will therefore need to apply for the Certificate of Entry into the Kingdom of Thailand (COE) as well as to comply with certain requirements.

1.2 Required documents for the COE application

(1) A Note Verbale or an official letter from the Ministry of Foreign Affairs of Japan or respective DCIOs


Note that Japanese Diplomatic and Consular representatives with current residence in Japan may request the official Note Verbale from the Ministry of Foreign Affairs of Japan while Diplomatic and Consular representatives of other nationalities and members of International Organisations with current residence in Japan may request the Note Verbale or an official letter from their respective offices.


(2) A copy of passport or United Nations laissez-passer (a biodata (photo) page)


Remarks: If applicant already had an appropriate visa or re-entry permit for entering Thailand, please also submit the visa or re-entry permit page. Otherwise, please read information in No.3 (Visa).


(3) A completed Declaration Form (download here)

(4) A letter from the respective DCIOs affirming responsibility for healthcare or treatment expenses, or documentary evidence demonstrating a guarantee that the applicant is able to take responsibility for his/her own healthcare or treatment expenses, including for COVID-19, throughout the duration of stay in Thailand.


In the case that the Health insurance certificate is submitted, it must specify the minimum coverage of 100,000 USD per person, covering the whole intended period of stay. In case that the applicant intends to stay in the Kingdom for more than one year, the health insurance should cover at least the period of one year. The insurance must state explicitly that it covers the medical treatment related to COVID-19.

1.3 Please be reminded that a COE alone does not grant permission to enter into the Kingdom of Thailand. Kindly read carefully the below information under No. 3 (Visa), No. 4 (Required documents to be presented at the port of embarkation and upon entry into the Kingdom of Thailand) and No. 5 (Measures required upon entry into the Kingdom of Thailand).

2. COE Application Procedure

2.1 All applicants need to submit ALL REQUIRED DOCUMENTS in PDF files by uploading these documents and filling in the Online Registration through this link: https://forms.gle/t74yNU2gum25kZm66 within the below deadlines.

Note: The registrations could be closed before the above deadlines subject to the availability.

*Please name the files of the uploaded documents according to (1) name of applicant - (2) type of document, for example: “Tai SHINAGAWA–declaration form” or “John HILTON–ASQ”.

**The registration with INCOMPLETED information or beyond deadlines will be considered invalid and void.

***Please do not register more than once, otherwise your registration will be void.

2.2 Upon successful registration in 2.1 with the completed documents, the COE as well as information related to visa appointment (please read more details in No. 3) will be sent to the applicant via e-mail around four working days before the departure date.

3. Visa

3.1 If you do not have neither a valid diplomatic / official visa nor a valid re-entry permit

3.2 Please note that only DCIOs members, who receive an approval for the COE as per No. 2.2, will be contacted via email on the visa appointment. (Hence, do not book a visa appointment online.) In this regard, the said DCIOs members could submit visa application through:

- The Royal Thai Embassy in Tokyo

*After visa is approved, passport shall be collected from the Royal Thai Embassy by the applicants or their representatives.

or

- The Royal Thai Consulate-General in Osaka at rtcgosaka.visa@gmail.com

or

- The Royal Thai Consulate-General in Fukuoka at visa.fuk@mfa.mail.go.th

4. Required documents to be presented at the port of embarkation and upon entry into the Kingdom of Thailand

4.1 A Certificate of Entry into the Kingdom of Thailand (COE);

4.2 A completed Declaration Form;

4.3 A Fit to Fly or Fit to Travel Health Certificate, issued in English;

4.4 A Medical Certificate with RT-PCR laboratory result indicating that COVID -19 is not detected, issued in English and no more than 72 hours before travelling;

4.5 A letter from the respective DCIOs affirming responsibility for healthcare or treatment expenses, or documentary evidence demonstrating a guarantee that the traveler is able to take responsibility for his/her own healthcare or treatment expenses, including for COVID-19, throughout the duration of stay in Thailand.

4.6 A booking confirmation of 14 days Alternative State Quarantine (ASQ)

5. Measures required upon entry into the Kingdom of Thailand

5.1 Due to current COVID-19 pandemic situation, all travelers arriving the Kingdom of Thailand are requested to submit a T.8 form upon their entry. The form is available to register online through AOT phone application at https://aot-app.kdlab.ai. Travelers are advised to complete this procedure before entering Thailand.

5.2 Members of DCIOs in Thailand and government representatives, as well as their spouse, parents, and children, are obliged to comply with the Royal Thai Government’s disease prevention measures, take Entry Screening, undergo a medical check-up performed by medical personnel designated by the Thai authorities and at least 14 days of quarantine at an Alternative State Quarantine (ASQ).
