Most of the passengers were Thai trainees from Fukuoka. The Embassy cooperated with the Royal Thai Consulate-General in Fukuoka and the office of labor in Japan to facilitate the group of Thai trainees from Fukuoka Prefecture to stay overnight in Tokyo before traveling from Tokyo to Thailand.
