For Members of Diplomatic Missions, Consular Representatives and International Organisations (DCIOs) who wish to enter Thailand from 1 November 2021 onward, please follow the procedure below.
1. Members of DCIOs
Members of Diplomatic Missions, Consular Representatives and International Organisations (DCIOs) are diplomats and international organisations, officers, persons on diplomatic or consular missions or under international organisations, or representatives of foreign governments or agencies performing their duties in Thailand, or any other persons in international agencies, that the Ministry of Foreign Affairs gives permission pertaining to necessity, including their spouse, parents, or children.
2. Visa requirement for DCIOs
Due to the border enforcement measures to prevent the spread of the COVID-19, Members of Diplomatic Missions, Consular Representatives and International Organisations (DCIOs) must hold a Diplomatic/Official Visa or Re-Entry Permit to entry Thailand. If you do not have either a valid Diplomatic / Official Visa or a valid Re-Entry Permit, please make a VISA appointment online and check the required documents on the website below.

*After an appropriate visa is approved, the passport shall be returned by post or can be collected from the Royal Thai Embassy by the applicants or their representatives.

3. Registration for Thailand Pass
Once you have a valid Diplomatic / Official Visa or a valid Re-Entry Permit, please register for Thailand Pass.
DCIOs shall register for Thailand Pass only through
https://tp.consular.go.th/
The registration of Thailand Pass must be completed at least 7 business days before the date of departure. For detailed procedure of registration, please kindly refer to this announcement, and the video clip.
Required Documents for Thailand Pass
(1) Photo of passport or United Nations laissez-passer information page;
(2) Copy of valid Diplomatic / Official Visa or a valid Re-Entry Permit;
(3) A letter from respective DCIOs guaranteeing that the insurance company or employer will cover a minimum of 50,000 USD of medical costs incurred by the applicant in Thailand, including medical costs in the event that applicant contracts COVID-19 (The insurance must cover the total duration of stay in Thailand), or a photo of health insurance certificate. In the case that the health insurance certificate is submitted, it must specify the minimum coverage of 50,000 USD per person, covering the whole intended period of stay. In case that the applicant intends to stay in the Kingdom for more than one year, the health insurance should cover at least the period of one year. The insurance must state explicitly that it covers the medical treatment related to COVID-19.
(4) A Reservation at a preferred Alternative Quarantine (AQ) Hotel or Confirmation Letter with full paid of the hotel that meets the "Safety and Health Administration Plus or SHA+" standard (including RT-PCR test fee).
(5) A Certificate of Vaccination of COVID-19 issued by the Government of Japan in which the Certificate should include your personal information for identification such as your full name, date of birth, nationality, passport number and vaccination details.
4. Required documents to be presented at the check-in counter and upon arrival into Thailand
Please print out and bring the hard copies of all following required documents on the date of departure.
(1) Passport with a valid Diplomatic / Official Visa or a valid Re-Entry Permit;
(2) Thailand Pass QR Code;
(3) A Medical Certificate with RT-PCR laboratory result indicating that COVID-19 is not detected, issued in English and no more than 72 hours before departure (in case of connecting flights, before embarkation from initial port);

(4) A letter from respective DCIOs guaranteeing that the insurance company or employer will cover a minimum of 50,000 USD of medical costs incurred by the applicant in Thailand, including medical costs in the event that applicant contracts COVID-19, or a photo of health insurance certificate.
(5) An air ticket or e-ticket reservation document;
(6) A booking confirmation of Alternative Quarantine (AQ) or Confirmation Letter with full paid of the hotel that meets the "Safety and Health Administration Plus or SHA+" standard (including RT-PCR test fee);
(7) A Certificate of Vaccination of COVID-19 issued by the Government of Japan.
Please be reminded that Thailand Pass alone does not grant permission to enter into the Kingdom of Thailand.
