Measures to enter Thailand for non-Thai nationals from 1 October 2021 onwards

Requirements

 - From 1 October 2021, fully vaccinated travellers with vaccine certificate issued by government authorities will be quarantined upon arrival in Thailand for at least 7 days.(Travellers must be fully vaccinated against COVID-19 with a vaccine approved by the World Health Organization (WHO) or Ministry of Public Health of Thailand no less than 10 days before departure, and must present an original copy of vaccination certificate upon arrival.) 
- Travellers who are not fully vaccinated or unvaccinated may quarantine for at least 10 days upon arrival in Thailand. 


**The AQ reservation document must be a receipt or proof of payment for AQ reservation, in full or at least 15,000 Thai Baht as a deposit.

A :Required Documents for COE application (for Alternative Quarantine (AQ))

1. Copy of valid passport

4. Vaccination Certificate

* Travellers must be fully vaccinated against COVID-19 with a vaccine approved by the World Health Organization (WHO) or Ministry of Public Health of Thailand no less than 14 days before departure.

** Children under the age of 18, who are not vaccinated and travel with parents, are eligible to stay in the Sandbox areas at the same period as their parents.

6. Fully-paid Confirmation Letter of the hotel that meets the “SHA+ (Safety and Health Administration Plus)” or “Samui Extra Plus” standard

* After 7 days in the Sandbox areas, travellers may travel to other parts of Thailand.

Additional requirements for the Sandbox Programme

- Travellers must install and use a tracking application as prescribed by the Thai Government throughout their 7 days in the Sandbox areas, otherwise they may not be allowed to leave for other parts of Thailand.

- Travellers who wish to travel to other parts of Thailand are required to present all RT-PCR negative test result during the period of 7 days.

- Travellers must undergo RT-PCR test upon arrival at the airport. Then they will be transferred directly to their reserved SHA+ or Samui Extra Plus hotels. If the test result is negative, travellers will be allowed to move around freely in the Sandbox areas

** Thailand’s Fast Track Procedure **

1. Eligible travellers

Business persons, specified skilled workers or technical professionals who are invited by a Thailand-based business entity or Thai Government agency to make short business trips for a duration of no more than 10 days.

2. Application process

     2.1 For Fast Track Pass (FTP)

              2.1.1 For those invited by a Thailand-based business entity, the Thai entity will be the “sponsor agency” and submit an application with the Thai agency concerned for a Fast Track Pass (FTP) on behalf of the travellers. Thai agencies concerned are;

                      - Thailand Board of Investment (BOI), for Thailand-based business entity under BOI promoted project.

                      - Ministry of Industry of Thailand, for Thailand-based business entity with a valid factory license, which is not under the investment promotion programme of BOI.

                      - Ministry of Commerce of Thailand, for Thailand-based business entity that is registered in Thailand and subject to the rules and conditions prescribed by the Ministry of Commerce of Thailand, which is not under the investment promotion programme of BOI and does not have a valid factory license.

              2.1.2 For those invited by a Thai Government agency (at the ministerial level or specialised organisation), the Thai entity will be the “sponsor agency” and submit an application with the inviting Thai Government agency for a Fast Track Pass (FTP) on behalf of the travellers. 
              
              2.1.3 Required documents for Fast Track Pass (FTP) application

                      (1) Fast Track Pass Application Form

                      (2) Copy of a valid passport

                      (3) Copy of Certificate of Business Entity’s Affidavit
                      
                      (4) Power of Attorney (if applicable) authorising a person to sign the application form on behalf of the sponsor agency, with attached certified copies of the identification card or passport of both the authorising and authorised persons.

 * Thai agencies concerned reserve the right to request additional documents/ evidence of qualification as appropriate.
    
               2.1.4 Once the Fast Track Pass application is verified by the Thai agency concerned, a FTP will be issued to the sponsor agency.

     2.2 For Travel Plan Pass (TPP)

          Travellers are restricted to travel only in the designated route of company/factory and accommodation at the Alternative Quarantine (AQ) hotel (for more AQ information, please visit www.hsscovid.com), and travellers are prohibited to travel to public places and/or contact with the local community.

          2.2.1 Sponsor agency shall contact the Thailand Convention and Exhibition Bureau (TCEB) to assign a certified Destination Management Company (DMC) team for travellers. The DMC will act on behalf of sponsor agency and travellers in liaising with disease control officers and other agencies concerned to make necessary arrangements for the travel, which include but not limited to;

               (1) providing transportation throughout the duration of stay in Thailand

               (2) liaising with disease control officers to examine the suitability of locations indicated in the proposed Travel Plan

               (3) reserving accommodation at the ASQ hotel (optional)

               (4) booking air-ticket (optional)

         2.2.2 Once the proposed Travel Plan is approved by Department of Disease Control, Ministry of Public Health, the DMC will inform and transmit Travel Plan Pass (TPP)and Fast Track Pass (FTP) to the sponsor agency, the Thai agencies concerned, and Ministry of Foreign Affairs.

     2.3 For Certificate of Entry (COE) and Visa (Non-Immigrant B)

     After receiving Fast Track Pass (FTP) and Travel Plan Pass (TPP), the sponsor agency shall send the said two documents to travellers, to apply for a Visa (Non-Immigrant B) and a Certificate of Entry (COE) at Royal Thai Embassy or Royal Thai Consulate-General. Travellers who have a valid Non-Immigrant Visa Categories “B” “B-A” and “IB” are not required to apply for a new visa.

3. Pre-Departure Measures

     3.1 Travellers should avoid risk areas or public places and monitor health status for at least 14 days before departure. Upon checking-in at the port of embarkation and upon entry into Thailand, travellers are required to present;

          (1) Medical certificate with a laboratory result indicating that COVID-19 is not detected, using RT-PCR test, issued within 72 hours before departure.

          (2) COE (Certificate of Entry)

          (3) Health insurance or a letter from the sponsor agency guaranteeing the coverage of medical expenses in relation to COVID-19with a minimum coverage of USD100,000.

          (4) Valid Non-Immigrant B visa

     3.2 Travellers should undergo respiratory system and body temperature tests at the international checkpoint before departure (“Exit screening”), and abide by the prevailing disease prevention measures.

4. Measures upon arrival, during the stay, and prior to departure from Thailand

Travellers are required to;

  - Undergo respiratory system and body temperature tests at the international checkpoint before entering Thailand (“Entry screening”). At present, travellers under the fast track procedure are allowed to enter Thailand only at Suvarnabhumi Airport or Don Mueang Airport in Bangkok.

  - Present relevant documents to the disease control officers and immigration officers at the airport.
  
  - Undergo RT-PCR tests (Nasopharyngeal Swab) throughout the stay in Thailand. The expenses for RT-PCR tests are to be borne by the sponsor agency, and the required number of the RT-PCR tests will be determined by the Department of Disease Control upon receiving the submission of the TPP approval.
  
  - Be transferred directly from the airport to AQ hotel by the DMC.

  - Be allowed to depart the airport only if the results of first RT-PCR test indicate negative for COVID-19. If RT-PCR test result is positive, travellers must undergo medical treatments in Thailand at the sponsor agency’s cost or health insurance coverage.

  - Be accompanied by the DMC throughout the duration of stay in Thailand, in accordance with the regulations by Thai authorities. Expenses incurred in this regard by the DMC are to be borne by travellers or sponsor agency.

  - Travel only by pre-arranged private vehicle and strictly adhere to the approved Travel Plan. Travellers are not allowed to use public transportation and visit public places. The sponsor agency is obliged to ensure that travellers strictly comply with Thailand’s prevailing disease prevention measures. In case of non-compliance, penalties stipulated in the relevant laws and regulations will be enforced on the travellers and sponsor agency.

To apply for COE (Certificate of Entry)

Please apply through new online system of Certificate of Entry (COE) at https://coethailand.mfa.go.th/
at least 7 days before departure.

* Applicants with current residency in Kyushu and Chugoku region (Fukuoka, Nagasaki, Oita, Miyazaki, Saga, Kumamoto, Kagoshima, Okinawa, Yamaguchi, Hiroshima, Shimane, Okayama and Tottori) are requested to register with the Royal Thai Consulate-General, Fukuoka.

* Applicants with current residency in Kansai and Shikoku region (Osaka, Hyogo, Kyoto, Mie, Nara, Shiga, Wakayama, Ehime, Kochi, Tokushima and Kagawa) are requested to register with the Royal Thai Consulate-General, Osaka.

* Applicants whose current residence is not in the regions specified above are requested to register with the Royal Thai Embassy, Tokyo.

1. Pre-approval : Applicants fill in personal information and upload required documents into the system. The Royal Thai Embassy and Royal Thai Consulate-Generals will pre-approve the application within 3 working days.

2. Issuance of COE : After the application has been pre-approved, applicants should upload air ticket and AQ reservation document into the system. The Royal Thai Embassy and Royal Thai Consulate-General will issue a COE within 3 working days after applicants have submitted travel information.
* If applicants do not submit the required documents within 15 days, the system will automatically cancel the application, and applicants have to start the application process over again.
