APERC was established in July 1996 in Tokyo, pursuant to the Action Agenda adopted by the APEC Economic Leaders at the Osaka Summit in November 1995. The Government of Japan agreed to host the Centre. Since its inception, Thai experts have taken over this research position on a rotating basis.
